When it's more than one word it's called a paradox, and no it isn't because the definition of "celibate" has no duration attached to it. You could have sex once when you are 13 and then if you try to have sex again for 10 years but fail to do so, that is you being celibate but involuntarily so. Don't repurpose the English language for your person biases.
