Of course you can't perfectly enforce it, but you should at least make a rule so that if someone states that he is a nonvirgin or a woman that he gets banned. Simple as that

It can be controlled. Females just fucking love to attention whore and spout that they're females. Some just can't fucking help it. Spotting them out is easy and will honestly weed out most females and also in turn drive females away.
